Bakwit, HR advocates gather for nat’l confab on internal refugees

Some 150 human rights advocates, religious,church people and bakwit, or internal refugees or internally displaced persons (IDP) from Visayas and Mindanao, will gather at the National Conference on Internally Displaced Persons or Internal Refugees on April 23-24 at Jansenn Hall, Christ the King Seminary.

Bakwit is a colloquial Filipino term from the English word “evacuate,” pertaining to victims of forced evacuation.

Misdirected not “weak” intel work of PNP-AFP hampers hunt for Palparan

Karapatan chairperson Marie Hilao-Enriquez today said that “it is not weak but a misdirected intelligence work that the AFP-PNP is doing.” Hilao-Enriquez’ statement is in response to the Justice Secretary Leila de Lima’s  amazed observation on why the government has not yet found the high profile fugitives especially Gen. Jovito Palparan, Jr.

Karapatan spokesperson and End Impunity convenor Cristina Palabay today said that “with the recent Order of the Malolos Regional Trial Court denying Gen. Jovito Palparan’s  Omnibus Motion for preliminary investigation, to quash/recall the warrant of arrest, hold departure order, and to suspend proceedings, it is more incumbent now on Pres. Noynoy Aquino and the Armed Forces of the Philippines (AFP) to bring out Palparan from hiding, and immediately arrest and prosecute him and M/Sgt. Rizal Hilario.”

On the ninth year of Eden Marcellana and Eddie Gumanoy’s killing, Karapatan echoed the  call of the victims’ relatives and people’s organization for the P-Noy government to implement the recommendations of the United Nations Human Rights Committee (UNHRC) and seriously find and jail former Major Gen. Jovito Palparan, Jr. who is responsible for the death of the two.

P-Noy resorts to arrests of John/Jane Doe’s to criminalize political activities

Karapatan expressed outrage over the successive arrests of Renante Gamara, a consultant of the National Democratic Front (NDF) and Alex Arias, a leader of peasant group PUMALAG, in Southern Tagalog. Both are now detained on charges of kidnapping and double murder. Gamara was arrested by the Criminal Investigation and Detection Group (CIDG) on April 3 and, after four days, on April 7, Arias was abducted and surfaced by the 1st Infantry Battalion-Philippine Army after six days of captivity.

Karapatan deplores and protests the Aquino government’s promotion of Maj. Gen. Jorge Segovia, commander of the 10th Infantry “Agila” Division and will soon replace the outgoing chief, Lt. Gen. Arthur Tabaquero of the Eastern Mindanao Command.

Go after the fugitives Palparan and Reyes, not ordinary citizens and activists

As the P-Noy government continues to display its leniency on the case of the two high-profile fugitives, former Gen. Jovito Palparan, Jr. and former Palawan Governor Joel Reyes, it has on the other hand, arrested eight people, including a minor, on the basis of trumped up charges such as kidnapping, rebellion, illegal possession of firearms, robbery in band and terrorism.  

Are government and military officials exempted from arrest under P-Noy?

Karapatan, with Hustisya and Desaparecidos, today asked those commuting to the provinces to help find fugitive Maj. Gen. Jovito Palparan Jr. in places where they are spending the Lenten Season. Members of the rights groups and relatives of the victims of rights violations went to several bus stations along EDSA in Cubao to distribute ‘Wanted Palparan’ flyers. The action was part of the People’s Manhunt on Palparan, that was launched three months ago when the Malolos Regional Trial Court issued a warrant of arrest against Palparan.

Karapatan today said in a media briefing that there is a marked and alarming increase in the number of human rights violations involving children due to the ongoing massive and intense military operations by the Armed Forces of the Philippines (AFP) in the rural areas.
