Statement of Elisa Tita Lubi, Karapatan National Executive Committee Member, on her inclusion in Duterte's "terror list"

I have recently learned that my name has been dragged into the Duterte government’s petition to proscribe the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), as terrorist organizations.

To say the least, the listing of  more than 600 supposed CPP-NPA “officers and members” is both egregious and ludicrous. By implication, they are all being branded as “terrorists” and to add my name and those of the NDFP peace negotiation panel and consultants, eight deceased individuals and at least 185 easily replaceable aliases exposes even more the list’s absurdity.

First and foremost, there is not even an iota of any evidence presented that I am an “officer or member”  of the CPP-NPA, which by the way are not terrorist organizations but are revolutionary forces which adhere to the United Nations International Humanitarian Law (IHL) and the Comprehensivge Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) which the GRP  and the NDFP signed in 1998.

There is likewise not even a token attempt to suggest any credible nexus between me and any of the “terrorist” incidents mentioned or alluded to in the puny petition for proscription.

And this is as it should be because such malicious and reckless implications will not fly.

I have not engaged, induced or tolerated any terrorist organization nor any terrorist act; things I could not do in good conscience nor extreme liberality, but could not say of those behind this modern-day witch hunt.

After fighting the Marcos dictatorship and its martial law, I have involved myself in development work and have been active in the women’s movement and defense of human rights here and abroad.

And yet, it did not come as a surprise that this macho-fascist regime has chosen to list my name along with 78 other women, and an unspecified number, and therefore unlimited, Jane and John Does.

This misogynistic environment being cultivated by deranged creatures find their way into this fraudulent “terrorist” list that aims to harass, scare and silence us women, human rights defenders and everyone questioning and protesting the authoritarian path that the dictator wannabe Duterte is taking.

We got news – a real one – for Mr. Duterte and his gang: We will not be cowed. Not today, not tomorrow, not ever.  
So back off, human rights attackers, and hands off human rights defenders, lest you sow and create your own undoing. We will overcome and prevail.  We are not terrorists, we are people who love our country.
