Karapatan to the military: Quit giving excuses, transfer Palparan to Bilibid immediately!

“I did not kill them, I just inspired the triggermen” - Jovito Palparan, in an interview with Rappler

“Gone is the arrogant soldier to which the above statement is attributed to. No longer is retired Maj. Gen. Jovito Palparan, Jr. as willing to claim that he “inspired the triggermen”, especially now that victims of rights violations perpetrated by him and soldiers under his command won a case against him. Now, he peddles the image of pure innocence, shamelessly presenting himself as a victim. Truly disgusting!” said Karapatan deputy secretary general Roneo Clamor on Palparan’s continued claim of innocence over the guilty verdict promulgated by the Malolos, Bulacan Regional Trial Court Branch 15 on September 17, 2018 for charges of kidnapping and serious illegal detention of missing UP students Sherlyn Cadapan and Karen Empeno.

Along with Palparan’s conviction, Malolos Judge Alexander Tamayo also issued a commitment order to immediately transfer Palparan to the New Bilibid Prison in Muntinlupa. As of this writing, Palparan remains in a military detention facility in Fort Bonifacio, Taguig City. Counsels of the complainants have already expressed that the military is acting in contempt of court.

According to reports, on September 19, 2018, Palparan also filed a motion for reconsideration over allegations of flawed witness testimonies. 

Clamor reiterated that Palparan should immediately be transferred to the New Bilibid Prison. “He should no longer be entertained and accorded special treatment by his kompanyeros in the military. He is a criminal, a general who abused his power and showed gross contempt for human rights. He deserves to rot in jail. We likewise condemn the military for their blatant disobedience of a court order, and their brazen protection of a criminal,” added Clamor.

Clamor highlighted that after Palparan’s outburst while his sentence was being read by the court, his actions thereafter show that he is the real coward. Clamor said that “Palparan is hiding yet again, coddled and tolerated by his fellow criminals. This is not an act of defiance, it is an act of cowardice. He is afraid to face the consequences of his actions. The person who “inspired the triggermen” is really a scared dog in the face of a court fearless enough to convict a general.”

The Karapatan official underscored the need to be vigilant, considering Palparan’s closeness to former President Gloria Macapagal Arroyo, who know holds a crucial position in government and who can influence President Duterte’s decisions. “It is not just the military that we should watch out for, but this entire regime which tolerates criminals, butchers, and plunderers,” he said.

“We amplify our call to transfer Palparan to the New Bilibid Prison! We do not care about the military’s excuses for failing to transfer Palparan. We are tired of their incompetence and twisted justifications. This AFP’s protection of their own fellow soldier adds to the injustice that the victims’ family feel. This bloody institution is merely showing us where its loyalties lie - not with the people but with their fellow criminals. Jail Palparan at the New Bilibid Prison now!” Clamor concluded.
