Daughter of illegally arrested NDFP peace consultant meets with CHR chairperson

On March 7, 2018, Eleanor de Guzman, daughter of NDFP peace consultant Rafael Baylosis and wife of Kilusang Mayo Uno (KMU) organizer Marklen Maoj Maga initiated a dialogue with Commission on Human Rights (CHR) Chairperson Jose Luis Martin Gascon. De Guzman raised the issue of the respective arrests of Baylosis and Maga, who are both detained on trumped up charges, on January 31 and February 22 respectively. She was accompanied by Karapatan Deputy Secretary General Roneo Clamor.

De Guzman highlighted the dubious circumstances of her father and husband’s arrest, citing that neither were shown a warrant, were not informed of their rights, and were denied access to their families and lawyers immediately after they were taken into custody in Camp Crame, Quezon City by elements of the Criminal Investigation and Detection Group (CIDG) and intelligence agents of the Armed Forces of the Philippines (AFP). Baylosis is now currently detained at the Special Intensive Care Area -1 (SICA-1), Camp Bagong Diwa, Taguig City, while Maga remains in Camp Crame. 

Baylosis is facing fabricated charges of illegal possession of firearms and explosives while Maga is levelled with charges of illegal possession of firearms and murder. De Guzman also submitted documents to the CHR, attesting to the illegality  of the respective arrests. 

In a letter addressed to the CHR, De Guzman reiterated that her father and husband are both men of principle and dedication, exemplified by their lives as activists. The meeting was sought to discuss measures wherein the CHR, according to its mandate, can undertake actions to underscore the travesty of justice evident in the case of Baylosis and Maga, and all political prisoners charged with trumped-up cases. 

The CHR, for its part, committed to conduct its own investigation and monitoring of the case, as well as to visit Baylosis and Maga in their respective detention centers.
