#ConvictPalparan, Justice for all victims of rights violations – Karapatan

“We look forward to the day that this “butcher-criminal” – unremorseful and proud of his record of violations and abuses – will finally be convicted in court,” said Karapatan secretary general Cristina Palabay. 

Today, February 15, 2018, retired Maj. Gen. Jovito Palparan is set to take the witness stand for charges of kidnapping and serious illegal detention of UP students Karen Empeño and Sherlyn Cadapan.

In Palparan’s judicial affidavit submitted on February 8, 2018, he explicitly mentioned Karapatan and the National Union of Peoples’ Lawyers (NUPL), red-tagging the said organizations as fronts of the Communist Party of the Philippines (CPP). He further accuses Karapatan of “influencing” torture survivor Raymond Manalo and the other witnesses to the case, to “achieve an objective of permanently silencing” Palparan with a court conviction.

Karapatan condemned the accusations made by Palparan in his affidavit, calling it “the desperation of the guilty.” “The testimonies and evidence against Palparan are so damning that he is squirming his way from full accountability by rehashing lines which the military uses to justify human rights violations,” added Palabay.  

“Our rage against Palparan and fascist dogs among the State forces comes from a deep well of disgust and utter revulsion on the long list of crimes and barbarity they have committed. Palparan is now pathetically trying to assume the role of a bullied victim, crying foul over baseless allegations against organizations whom he believes are “conspiring” to achieve his conviction. At least, he was accorded the right to due process, something which he cruelly and deliberately denied his victims,” Palabay said.

Palabay emphasized that “this paranoia of Palparan, which is also currently apparent in Pres. Duterte and his military and police, stems from the fact that their careers have been built on their track records of human rights violations. When they are being made to account for such abuses in court, anyone who is an activist or are human rights advocates is automatically the enemy.”

“The Filipino people will continue to stand with the victims and their relatives and communities to make butchers and murderers like him accountable,” Palabay concluded.
